i have a suspicion that my alternator is failing ie. i have a permanent battery and brake light on my dash

so i want to check it with a multi-meter, do i check the voltage on the battery terminals when running to see if it is near 13.8-14v or to i check this on the alternators itself?

across the battery is fine

check with engine / ignition off, again on tick over, and again while holding some revs

Alternator it is.... 10.5v with the engine on 9.1-9.6 with engine off

that battery looks to be flat to the point of knackered. Agree it does sound like alternator, but I'd be tempted to try a known good battery first or charge and test that 1
