Consensus is HKS are best if pricey.

The evo 1,2,3 are like the 2g Eclipse (small inlet port head) but with 16g-350hp (or big 16g for evo3 - 380hp) turbo as standard. Also have better ex. manifold and turbo elbow as standard.
Also 510cc/min injectors as standard.
Best way to check parts compatability is to get a copy of the dsm manuals on CD-rom with the US Mitsubishi CAPS parts ordering software on it. Cross check the part numbers if in doubt.
My budget tuning recipe would be
1. Exhaust - 3 all the way with cat by-pass (or big hi-flow cat from US).
Either off the shelf Jap or custom made in UK (lots of companies out there - should do full stainless turbo back for around 500 notes)
2. Fuel pump upgrade - standard 1 is only 80 lph, 2,3 100 lph. Barely adequate for standard tune - they were really scrimping on this one. Get a 200 lph (minimum) DSM upgrade one. Roadrace do a Nippon Denso - Walbro don't always get a good review. Might also need a new Fuel pump regulator and pressure gauge at this point (B and amp;M do a nice DIY conversion of the standard one or SX,Paxton). Also upgrade the feed line to Aeroquip/Earls can yield good results (ask Custard).
3. Boost gauge and manual or electronic boost controller. Apex is good as RPM mappable for mid range boost increase (maximise torque!)
4. Air-fuel gauge - check out Road race - not that accurate unless $1000 wide band lambda but better than nothing.
5. Air filter - K and amp;N, HKS, etc. Cold air airbox too - or lots of ducting. Also upgrade the pipe to the turbo inlet with a large diameter mandrel bent pipe and silicone hose. Do not remove any honeycombs. Reset the calibration screw in the flow meter to flow more air through the bypass when you get the S'AFC.
6. Intercooler pipes - not sure about the standard evo 1,2,3 but mandrel bent 60mm (2.5 ) pipework is probably better than the standard tinwork.
7. Intercooler - OK till over 400hp required.
8. BOV - as you wind up the boost the standard BOV will leak. HKS or crushed 1g eclipse (Roadrace again!) or other Jap aftermarket.
9. EGT gauge - don't cook that engine/turbo. A very useful tuning tool.
7. Apex S'Afc together with larger injectors (Evo 5 on 560cc/min or Nippon Denso 660cc/min from Roadrace/Bushur) and a rolling road tune. Will push fuel cut higher.
510's will run out of juice at around 330hp max.
8. Cams - HKS with timing wheels. Standard are 252 duration 9.5mm lift.

9. Rods and pistons. Crower, JE are a good combo - also Eagle, Ross.
Uprated head gasket - Mitsubishi stainless steel one from US or HKS.
10. 20g or bigger turbo. Also Franks from texas turbo, and Forced Performances Greens and Reds.
Other than the APex route the other option is an aftermarket ecu.
Budget - Link, DTA, Emerald, Haltech
Professional - Gems, Motec, DTAPro8, Pectel.
Somewhere along the way an uprated clutch and probably a lightweight steel flywheel would be a good idea. Also some uprated HT leads - Magnecor are nice.
