If you go to this site you have an options list on the evo 7 my question is can someone explain to me what a front/rear cross member reinforced bar is

maybe a pic would be nice

I would guess that it is a bar like a strut brace, but is attached to the bottom wishbone mounts, across and under the car to locate the suspension mounts rigidly to stop any flex and to sharpen up the handling even more.

The reinforcing bars do not connect the suspension mounts but were fitted as below on the earlier RS Evo's.
The front end cross bar is fitted between the left and right sides of the front-end cross members (Above and slightly behind the intercooler I think, E4 RS onwards)
The rear end cross bar is fitted to the top of the rear floor pan (Across the top of the spare wheel well, E5 RS onwards)
