The top speed for the EVO 6 may be 230 km/hr as you stated, but this is probably the Makinen edition. I believe that most of the other EVOs are limited to 180km/hr meaning EVO4,5, and 6..not sure about the first three EVOs. Anyway, I think it is a Japanese restriction to have a max speed of 180km/hr. Just like how there is a max power of say 206KW...although this will be surpassed soon
You can simply remove the speed limiter to travel faster than 180km/hr. The Makinen WRC car has a slower top speed. This is due to its gear ratios and thus can not attain a higher speed. But in rally you rarely reach top speed anyway.
