No, it's the harmonic damper crank pulley.

OP, it needs replacing.

You can get cheaper solid ones, I swapped to one, but there must be a reason for the special one.

I wasn't completely sure as there was nothing to compare to scale. The balance holes? In the pulley threw me a bit.
I do actually have an A/C pump pulley/clutch assembly here, that has come apart just like that! In fact, it's in 3 separate parts
It was off a IX on a track day, and it kind of "blew up"

What has happened to the auxilliary belt? Even if its stil there it will be very loose. It drives water pump, alternator, steering hydraulic pump so not wise to run engine. When you fix the pully I'd also put in a new belt to be safe.
