Yeah I suspect stu is on the right lines in that it's the petrol filler pipe that's leaking. If the pipe has corroded badly then the petrol picks up some gunk as it leaches through the metal, hence the oil like appearance yet petrol smell. I had this happen on my old Celica and the same pipe on my current Evo X isn't looking too great these days either.
