Simply put, when you lift off the throttle the dump the built up boost pressure that suddenly has no-where to go. Most oem valves are of the recirculating type i.e. they dump into the exhaust and are pretty quiet. Aftermarket jobbies vent to atmosphere and are considered desirable due to the loud PSHHHHT! sound they make.
