Its dust on the evaporator, when the unit runs it de-humidifys the air and extracts moisture which collects on the coil. If the A/C is turned off and then on again for a short period before it starts cooling the moisture on the coil along with any dust evaporates off into the air and can smell.

The dustier the evap coil the smellier it is, needs cleaning but not sure how to get into it.
