Well i'm a cyclist & I pay taxes, i've got 2 cars. Should I also have to pay tax for using a bicycle on the road?They moan about their safety on the PUBLIC highway (for which they don't get charged) whilst ignoring the laws put in place to keep them safe.
I think the cyclist certainly did that.People have the take responsibility for their own actions...

In the same way that it's not always possible to park your car up somewhere, it's not always possible to park a horse up either. At least with a horse it is still sentient when the rider is not paying attention, unlike a car when the driver is not paying attentionfair enough, but as I am expected to pull off the road to write a text or use the phone, they should remove their animal from the roadside and dismount if they wish to.
