Good question and to be honest I am not totally sure because my 225/40 R18 on 18x8in rims (ET35) are actually rubbing slightly on the inner wing plastic on full right lock (on the LH side, RH is OK). Given that this panel has a broken fixing at the bottom it may well be flapping too much and hence the rubbing. I have taken it off anyway so it won't be rubbing anymore.
Personally I think you should be able to get away with it without any problems if you are using the standard rims but then again you really should be looking at wider rims for that width tyre although you might just get away with it.
The rim width should be roughly 90% of the tyre width which means for 235's you really want 8in - 8.5in width rims.
For example Yokohama list for the AVS 235/40R17's the ideal rim width as 8.5in with a fitting range of 8.0in to 9.5in.
