Private parking firms

In February I got a ticket at a block of flats from car parking partnership. The ticket referred to the offence as a civil parking notice. That got ignored. They then sent a letter asking who the driver was and still
Called it a civil parking notice. They have now sent one calling it a parking charge. I've do e a bit of digging and north Lincolnshire homes limited hire a company called liberty printers to work for them who monitor the parking. Car parking partnership is the trading name of liberty. Do I need to pay it because they work for a housing company as the ticket wasn't issued by the council or the police

Only the council can enforce payment. Private firms are not allowed to issue a "fine" which is why they don't use that word.

That's what gets me. They aren't allowed to use fine or charge yet they are doing so. Wording it in such a way that makes you think they have authority to issue them. It's just with them working on behalf of north lincs homes.

It is a speculative invoice,which 90% of people pay so they keep issuing them.
They can take you to court but can only claim for any losses they have had which in a free car park is diddly squat!!

My only concern is the fact they are working on behalf of north lincs homes whom I assumed were north lincs council. It says if I don't pay it will be passed onto a debt collection agent and the collects may take legal action against me which would include a claim through county court for the parking "charge"

You could always contact the council and see what they say. If it was a fine (something you are obligated to pay) then it would use the words "fine". It's probably just threats to scare you into paying up, but currently there is no "debt" to pass on to a collection agency. Contact the council though and see what they say.

They always use names similar to those of 'real' government offices etc and you can almost guarantee the private parking company or the 'debt collectors' company are owned by one or the other
Can't remember off the top of my head, but the 'debt collectors' my 'fine' was referred to a while ago was called Onland Revenue or something very similar, and at small print at the bottom it said "Onland revnue is trading name of *Name of parking company*" Bunch of jokers!

parking eye big at this too... they got me couple of years ago i just ignored like i was advised i got two letters then nothing.. and just got my mr's in farmfoods for overstaying... they just rely on those who pay up and most do.. they send two or three letters the cost goes up and they even have there own non existing in house solicitors threatening court action... just ignore and they drop it as far as i am aware they have never taken anyone to court
