264 kelford cams Evo 8

Car has two issue to trying to eliminate few possibilities.
The rpm seen quite high, start of with 2000 and then drop to 1500 when I'm ideal
My question does the 264 cam cause the rev to run higher when the engine is in ideal, mine start at 2000rpm and them drop to 1500 rmp when warm,
Also the rev drop down really quick , and even cut off when I'm comeing off boost , I have to keep the clutch down to stop it cutting off

Also the car been sat around for the best since 6month and the battery was flat so did replace the battery as well
Any help will be appreciated

I’d do the idle relearn first if the battery has been off/flat.
