Welding

What is everyone's thoughts on buying a evo that has welding? Best to avoid because once there's rust there's always rust or is it so common now that most older versions have some welding and nothing to worry about?

Also depends on the exact location of the welding...

There are certain spots on the Evo chassis that are inaccessible for superficial welding. For instance the front of the chassis legs where the front subframe joins. Thus tends to rust from the inside, out. Exterior patchwork welding doesn't solve the problem, merely hides it and stores it for the future, while also, potentially getting worse over time.
Welding, in itself, is not the negative, it just depends on where, and you need to know your apples, or get somebody who does to check it out.

I'm sure plenty of people have bought Evo's that have been welded in the past.
If it's a decent job you'd be hard pressed to tell unless you were properly stripping the car down.

Get the seller to send some pictures over, if it's obvious they've just slapped some plate over the rust holes then you know not to bother.

Have you considered getting an import.....so many cars over here have had or need welding. The problem is that bad now that a lot of cills/chassis rails etc are no longer available until someone makes decent pattern parts (apparently this is being looked into by a well know company )
A cheap car now could become an extremely expensive one as they all rott from the inside out due to construction / design methods.
Personally having seen lots of rotten/recently undersealed cars I’d always go for a fresh import from a reputable source.

Have torque gt looking but still keeping an eye out for what pops up closer to home.
