There are two ways to look at this IMO from a bottom end point of view. A 4G69 is:

A 4G63 block with 100mm "stroker" crank and bored out to 87mm

or

A 4G64 bottom end but with 6mm shorter...

I guess ultimately that's the problem with race car parts, everything needs constant nut and bolt maintenance. Sometimes taking a step "backwards" and sticking with OE parts is the way forwards.

You would only get cavitation if you have a restriction of water flow going into the pump.
Personally I would not want to slow the pump down, by doing so you would be decreasing flow and system...
