What does it matter, really? So a dealer tells some fibs,find one that doesn't.

If the car is rot free, and mechanically sound, keep it - they're few and far between.

Honestly. I’d ditch the HKS and buy an E9 metal valve. These cars run terrible on vented valves anyway.

Just stick your thumb into the valve and give it a press, see if its free or not. They work on vacuum, so easy enough to install. Sure you have the vac line hooked up?

Looks like a manufacturing fault for sure. Alcons always look 'ragged' in my view, not sure why they cant smooth the castings for a better finish!
