The oldie but goodie 74LS193 device will do this....

The oldie but goodie 74LS193 device will do this. It counts to 16 but you can cascade devices to increase this. It has count up and down inputs. The carry out would give you the zero case.

Added a note on post 3 about low voltage dwell time limitation at high rpm - this is a highly unlikley situation but for engine safety needs to be considered.
